Construction of Combined Effluent Treatment Plants (CETPs)



The project report was prepared by NEERI, Nagpur after undertaking field study of effluents, their quantity and flow rate, and composition etc. in the industrial estates of Delhi. Reputed consultants have also been appointed by DSIIDC to go into day to day Engg. Problems and to provide / approve appropriate detailed drawings and processes etc

NEERI, had estimated the cost of construction of these (15) CETPs as Rs. 90 Crores which was subsequently revised to Rs.256.00 crore as NEERI did not include the cost of land, cost of conveyance system, cost of H.T. lines, cost of boundary wall, buildings road, electrical sub-station, internal development i.e. roads, drains, compound lighting etc 50% of this cost should be shared by Govt. of Delhi and Govt. of India equally and balance 50% is to be borne by industrial units. The cost apportionment for individual units was to be decided under a formula prepared by NEERI and approved by the Hon'ble Supreme Court. A Society has been registered for each CETP. These societies are responsible for issuing notices and collecting payments from individual units.

CETP Act. 2000

Govt. of Delhi has come up with a CETP Act, 2000 to provide for the recovery of the dues as arrears of land revenue in respect of the capital and recurring costs of common effluent treatment plants set up in the Industrial estates in the National Capital Territory of Delhi and matters connected there with or incidental thereto. In excise of the powers conferred by clause 26 of the CETP Act 2000, the Govt. of NCT of Delhi made the CETP Rules, 2000. This rule includes following key points.

a) Various directions to be issued.
b) Manner of service of Notices and Orders.
c) Functions to be performed by CETP Societies.
d) Appotionment of the CETP cost.
e) Manner of apportionment and collection of CETP cost.
f) Procedure for recovery of dues as arrears of land revenue and other action.
g) Procedure in Appeals.
h) Furnishing of information and returns to the Appropriate Authority.
i) Procedure for taking over the affairs of a CETP Society.

DESIGN OF CETP AND TREATMENT PHILOSOPHY

In order to design CETPs. NEERi had carried out treat ability studies and accordingly suggested physico-chemical treatment for all the CETPs except Mangolpuri and Okhla Indl. Estate where Biological route of treatment is suggested. The details are given below :-

A typical phsico-chemical treatement involves the following route.

Screening + Grit Removal + Flow Equalization + Physico-Chemical Treatment+ Dual Media Filtration+ Activated carbon Adsorption.
While a Biological treatment includes the following route.

Screening + Grit Removal + Flow Equalization + Biological Treatment + Dual Media filtration + Activate Carbon Adsorption.

Status of CETP's is furnished below :

6. Badli Plant has been completed and handed over to CETP Society, Badli on 16.03.2006 for further operation and maintenance.
7. Okhla Ind. Area Plant has been completed and handed over to CETP Society, Okhla Industrial Area on 01.03.2006 for further operation and maintenance.
8. G.T.K. Road Plant has been completed and handed over to CETP Society, G.T. K. Road on 20.10.2005 for further operation and maintenance.
9. S.M.A. Indl. Area Plant has been completed and handed over to CETP Society, S.M.A. Industrial Area on 17.02.2007 for further operation and maintenance.
10. Nangloi Plant has been completed and handed over to CETP Society, Nangloi on 21.10.2005 for further operation and maintenance.
11. Naraina The Plant is under construction and likely to be completed soon.
12. Najafgarh Road Regarding Construction of this CETP the issue has been referred to Delhi Govt. for decision.
13. Okhla Indl. Estate Construction has not been taken up as per the recommendation of EPCA. Final decision is pending with Hon'ble Supreme Court.
14. Anand Parbat Construction has not been taken up as per the recommendation of EPCA.Final decision is pending with Hon'ble Supreme Court.
15. Mohan Co-operative Construction has not been taken up as per the recommendation of EPCA.Final decision is pending with Hon'ble Supreme Court

The status of CETP Narela & Bawana, not a part of above scheme, is Furnished below.

1. Narela This CETP has been constructed to treat the waste water being generated by Industries situated in Narela Industrial area CETP at Narela is being operated and maintained by DSIIDC.
2. Bawana The CETP is under construction and likely to be completed soon.
