Executive Summary

PROJECT BACKGROUND

The Supreme Court of India in its order dated 19.04.1996 in I.A. No. 22 in Civil Writ Petition No. 4677 85 M.C. Mehta Vs. Union of India and others has observed that under the Master Plan of Delhi-20001, non-residential activities in the residential premises are permitted only under certain conditions as laid down in Master Plan. With a view to to ensure that the provisions of the Master Plan are compiled with a "High Power Commitee" has also been constituted. The commitee received 43,045 application for grant of permission to operate from their existing locations. Out of these only 376 applicants were considered eligible for grand of permission. In this situation The Govt. of NCT of Delhi has taken steps for acquisition of land and for development of industrial estates for relocation of industrial units operating in the resentail / non-conforming areas.

DSIIDC has apponted a consortium consisting of RITES Ltd., Architects' Bureau, Redecon and Tetra Tech for development of acquired land with Industrial estates at Bawana and Holambi Kalan.


STRUCTURE PLAN

The structure plan for the Bawana - Narela area of 23366 Ha. has been prepared and approved by the technical committee of DDA on 13-1-1999. The following points were taken into cossideration by DDA for preparation of the said Structure Paln.



  • The land acquired by Deppt. of Industries., GNCTD for the relocation of industries.
  • The proposals in the Draft Zonal Development Plans for Narela and Rohini.
  • Indicative land use as proposed in the UE Pla-2001.
  • The proposed area shall permit relocation of only non-polluting industries.
  • The proposed industrial area shall not accommodate any new industries.
  • Development of residentail areas for various categories indicating slum and JJ / shifting of jhuggies, etc.
  • Proposed MRTS route and the Holambi Kalan MRTS stations.
  • No Plot shall br more than 250 sq. m. and less than 100 sq. m. in area.

DESIGN CONCEPT

Integrated Development

  • Integration of the proposed landuse with the Landuse Plan of the city (Master Plan)
  • Establishment of linkages with other parts of the city through well-linked network of roads, communication etc.
  • Provision of higher level common facilities at sub-regional level
Development Plan
  • Commensurate with the scale of development, the entire indusrrial complex comprising of 462 Ha. has been divided into five sectors.
  • Employment opportunities for 1,38,300 industrial workers
  • Hierarchy of facilities and nodes to give pleasing urban form
  • Segregation of vehicular, cycle and pedestrain movement.
  • Facility Center to provide the essential services and common facilities for specialised industries located in the sector.
Environment & Landscaping
  • Each sector will be surrounded with a thick green bufffer suitable trees to reduce noise and air pollution and to improve overall environment.
  • All sectors & clusters are approachable through green linkages 18m wide which will have shady pedistrain pathways & exclusive cycle tracks for safe and comfortable movement of pedistrains / cyclists.
  • It is proposed to develop recreational complex around Ganga Toly temple where the land is low lying.
Services & Utilities
  • Major emphasis on standardisation and modular planning.
  • To ensure early implementation of major infrastructure networks, master plan roads, trunk services are proposed within green belts.
  • Laying of utilities in standard ducts with manholes to avoid frequent excavations for repairs.

TRANSPORT SYSTEM

  • The master plan roads of 100 m and 80 m will from the major corridor between G.T. Karnal Road and Rohtak Road thereby linking the propopsed Bawana Industrial Complex, Kanjawala, Tikrikalan and existinng NArela Industrial area.
  • At the full development of industrial area, grade separators have to be provided at two level crossing and two bridges on Western Yamuna canal.
  • The 80 m and 100 m Master Plan roads should have integrated linkages with railway station on Ambala and Rohtak railway lines. To avoid the encroachment on MAster Paln roads, extreme two lanes of carriageway should be developed at the initial stage.

PLOT DETAILS

Total no. of plots proposed to be developed about 15,250.

Dept. of Industries, Govt. of NCT of Delhi has provided inputs on the basis of applications received for relocation and analysis of plots, are eligibility criteria. The percentage distribution of plots for two categories is given below. It is estimated that about 15,250 plots will be available for allotment.

The Layout Plan has been approved by the Technical Committee of DDA and the conceptual approval of the Layout Plan has been accorded by DUAC.

SERVICES

Power
The total load considering DVB industrial load norms and load for road lights, other services, offices, etc. Works out to 323 MW. Transmission system shall be designed to meet load of 323 MW through maximum demand from DVB shall be 194 MW, taking diversity factor of 60 per cent. The load requirement willbe low during period of development of the area and will increase gradually thereafter depending upon construction of buildings over plots and occupation / setting up of industrial units.

Roads
The proposed industrial complex is surrounded by 100, 80 and 60 m wide Master Plan roads. In addition to the above roads, there will be roads of sizes 40, 24, 18, 15 and 12 m at sector level. Besides these roads, there is provision of 4m wide cycle track with 7m wide green belt on either side in various sectors in the layout plan. The cost shall be born by DSIIDC, which shall be recovered , from the plot holders.

Water Supply
The total water demend estimated for the proposed industrial complex is 28 MLD. The chance of getting water from haryana Govt. through Western Yamuna Canel or also from Delhi Jal Board are very scare. To improve the recharge of Underground water, DSIIDC will take the help of Central Ground Water Authority ( CGWA) "Rain Water Harvesting" . DSIIDC has also registered the existing 50 bore-wells with CGWA.

Solid Waste Management
The estimated quantity of Solid Waste generation in the proposed complex would br around 127.20 TPD. The solid waste will be segregated into non-bio degradable and biodegradable in seprates bins. The recyclable materials also will be seperated. The Biodegradable waste will be composted in a composition yard and the waste from the yard will be taken to the MCD land fill site which is a few km away from the project site.

Fire Fighting
The Fire Fighting Scheme of the Project has been vetted by the Fire Department and as per their advice, it has been proposed to have 5 static underground water tanks of 2.8 lakh litres capacity each thus making a total storage quantity of 14 lakhs litres for the entire project area. Also there will be Fire Hydrants at appropriate places in each cluster so that the Fire DEpartment does not meet with difficulty in getting sufficient quantity of water in record time to extinguish the fire.
